Eltham Senior Citizens’ Centre, Library Place, Eltham

Our meeting at 2.00pm on Saturday 13th April 2024 is our Annual General Meeting, which includes the presentation of annual reports and the election of office bearers for the coming year.

The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December.

At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires – a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council. Jim has also been a member of the Eltham District Historical Society since 1990 and president from 2009.

The Shire of Eltham: People living in the environment (c.1985)

This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The
Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. Eltham Shire CEO Rodney Roschellor presents an alternate proposal for a shire merging more aligned to the ‘Spirit of Eltham’.Also featured are Eltham icons such as the Eltham Railway Trestle Bridge, Montsalvat, Eltham Community Centre along with mudbrick making, artist Matcham Skipper, the Green Wedge and St Andrews Market. Other commentary is provided by locals Judy Wadham and Lester Eaton.

Opening of Eltham Library, 22 May 1994

This video is of the opening of the new Eltham Library on May 22nd, 1994. It features an introductory look at the new library with the assembled guests with music performed by Eltham High School. A welcome speech is given by Shire President, Cr Pamela Sladden followed by the Hon. Peter Staples, Member for Jagga Jagga. Cr. Robert J. (Bob) Manuell, Chairperson, Eltham Library Redevelopment Special Committee then gives a sometimes humourous analogy of the history of the project’s development from conception to delivery with reference to the Year of the International Family (1994). At the end of the speeches there are scenes of guests looking over the library followed by scenes of the Shire President’s picnic.

A brief look at the Eltham Justice precinct on Main Road and how it came about in Little Eltham and some background history leading up the formation of the Shire of Eltham Historical Society (now Eltham District Historical Society) initiated with the relocation of Shillinglaw Cottage.

Stories from the Shire with Geoff Paine: Skipper Cottage (White Cloud)

The Skipper Cottage, known as White Cloud, was originally the home of the Jarrold family. Built in the early 1850s, it remained in the Jarrold family until the death of Thekla Jarrold in March 1943. In 1944 it was purchased by Lena Skipper and has now passed down through several generations of the Skipper family.

History of the Maroondah Aqueduct, built in the 1880s from the Maroondah Reservoir to the reservoir at Preston.

Eltham Court House Restoration, June 2021 to October 2021

Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham, Victoria. It is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. Eltham District Historical Society appreciate the active support Nillumbik Shire councillors and officers have given to nurturing this project to fulfillment.

The Nillumbik Story (1996)

A 22 minute video produced by Jason Cameron Productions for Nillumbik Shire Council. The video celebrates what is great about Nillumbik Shire, its environment, people and culture. The video is in three parts; Part 1 focussing on Nillumbik, the shire, its name and history, Part 2 focusses on the Environment and Part 3 on the Arts.

Diamond Creek Fire Brigade Movie 1 (1950s)

Black and white scenes from the 1950s of Diamond Creek Fire Brigade practising in Diamond Street and competing in various locations around Victoria and Tasmania. Many members shown and named. Also, scenes in colour at Diamond Creek oval and black and white footage in the 1950s where the Brigade joins forces with the Diamond Valley Community Hospital for a Gala Day on the Diamond Creek Oval. Changes to colour again, possibly same event and scenes of children on bikes and scooters or with prams and carts racing around the oval. Diamond Creek School children entertain a large crowd with Maypole dancing.

Diamond Creek Fire Brigade Movie 2 (1950s)

This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek.

Diamond Creek Fire Brigade Movie 3 (1969-1987)

Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem.

Features the devastating fire of January 8, 1969, the worst the district had experienced; 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Also scenes in the mid-1970s to mid-1980s of a house fire in Haley Street then showcasing four fire fighting vehicles and participation in Diamond Creek Town Fair. Final scenes are of the occasion of the opening of the new fire station extensions on August 29, 1987.
